Carolyn comes from a family deeply involved in Utah’s legal and civic community. Her father, Fred D. Howard, served as a District Court Judge, and her family has a long tradition of public service — including one sister serving as a prosecutor in the Utah County District Attorney's Office and another sister practicing family law.
